Statement of Qualifications for Professional Services

 The Clark County Water Reclamation District (District) awards professional services contracts using a qualifications-based selection process called the Statement of Qualifications (SOQ). Interested firms may apply by completing our SOQ (SOQ) submittal process during the open period: August 11, 2020 – September 10, 2020.    

All categories approved at the December 18, 2018 Board meeting will remain active through December 31, 2021. This solicitation is strictly for the addition of two specific categories.

INDEPENDENT COST ESTIMATOR:

Summary: Perform detailed construction cost estimates that are complete, accurate, credible, defensible and well documented, including a basis of estimate, pricing basis, assumptions, inclusions, and exclusions.

Requirements: Cost estimator(s) with a minimum of five years estimating experience for wastewater collection and treatment facilities building construction projects, and other similar public works and industrial facilities construction. Work may include attendance at design coordination meetings, construction progress meetings and field reviews. Firms and individuals may be interviewed based on the qualifications needed.

SCHEDULING AND CLAIMS ANALYSIS:

Summary: Perform construction scheduling analysis, development of project schedules, claims analysis, identification of potential claims issues, research case history to support or deny claims, evaluation of fault, providing recommendations to resolve claims and disputes; and dispute avoidance. In addition, the consultant should be capable of evaluation and enhancement of existing Clark County Water Reclamation District claims procedures, contract documents, contractor performance documentation and construction processes for the purpose of dispute avoidance, claims mitigation and staff training.

Requirements: Analyst with a minimum of five years of construction scheduling analysis and claims evaluations; and have expertise in construction claims. List experience using both Primavera (P6) and Microsoft Project software. Construction claims experience of construction projects with a minimum construction value of one million dollars. Work may include attendance at design coordination meetings, construction progress meetings and field reviews. Firms and individuals may be interviewed based on the qualifications needed.

Flamingo Road, Las Vegas, Nevada 89122, on or before September 10, 2020 at 10:00 AM based on the time clock at the Clark County Water Reclamation District Customer Service Counter. Late SOQ's will not be accepted.
